    Phoebe Palmer (Decem – November 2, ) was a Methodist evangelist and writer who promoted the doctrine of Christian perfection. She is considered one of the founders of the Holiness movement within Methodist Christianity.   Phebe occupied an important place in the church at Cenchrea, and this is included by the Holy Spirit in the Scriptures for our instruction. We must receive this Word of God as such because there are those who would argue that the whole of Romans 16 is not really, in the strictest sense of the word, the Gospel to the church.

Phoebe came from a very busy port area called Cenchreae, a popular stop for people traveling from Syria or Asia Minor.
